they caught more legitimate players for things like AHK and Steam than actual hackers for hacking. There's a reason people call them Playerbuster. which probably contributed to why almost no one contracts PB for anticheat anymore.
So they simply outlawed them all, including the Steam Overlay for a time. There was a phase Punkbuster went through where they flagged all overlays as a "hack," and lacked the programming expertise to determine between a valid overlay and a hack masquerading as one. AHK is simply known by VAC programmers to be an innocuous overlay, and doesn't sniff the game's RAM usage at all, so they make a special exception for it. They sniff RAM for certain function calls and modify the temporary memory used by the game for things like speed, invulnerability, and duping hacks, and use an overlay to project things like hitboxes through walls for wallhacks. You're not wrong about most of that, but most hacks don't edit the game's files.
